2017 High-level Forum on Beijing-Tianjin-Hebei Coordinated Development of Industries & Industrial and Economic Outlook

On December 29th, 2016, the 2017 High-level Forum on Beijing-Tianjin-Hebei Coordinated Development of Industries & Industrial and Economic Outlook (the Forum hereafter) was held in Shijiazhuang, the capital city of Hebei Province. This forum was co-hosted by the Industry and Information Technology Department of Hebei Province, Beijing Municipal Commission of Economy and Information Technology, and Tianjin Municipal Commission of Industry and Information Technology.
Mr. Li Yizhong, Chairman of China Federation of Industrial Economics, Mr. Zhang Yansheng, Director General of Institute for International Economic Research of NDRC, Mr. Guan Qingyou, Vice President of Minsheng Securities and Executive Director of Minsheng Securities Research Institute, Mr. Huang Libin, Deputy Director General of Bureau for Performance Inspection and Coordination, Mr. Li Xinchuang, President of China Metallurgical Industry Planning and Research Institute delivered keynote speeches respectively on the opportunities and options in Beijing-Tianjin-Hebei coordinated development, supply-side structural reform and industrial restructuring, the 2017 economic outlook for China and the world, the industrial and economic trend of China, and the research into the year of 2017 and its results.
Mr. Zhang Boxu, Director General of Beijing Municipal Commission of Economy and Information Technology, Mr. Gu Yunbiao, Deputy Director General of Tianjin Municipal Commission of Industry and Information Technology and Mr. Gong Xiaofeng, Director General of Industry and Information Technology Department of Hebei Province all introduced the economic situations and development concepts in their respective cities or province from the perspective of promoting Beijing-Tianjin-Hebei coordinated development.
In his speech entitled Deepening Reform and Innovation for an Updated Version of Beijing-Tianjin-Hebei Coordinated Development, Mr. Zhang said that at this moment when the coordinated development strategy was about to enter a key stage after 3 years of implementation, it was of great importance to draw lessons from the past and explore ideas for development in the future.
We promoted joint development for win-win results and saw coordinated development of industries in Beijing, Tianjin and Hebei turned into a reality.
Under the firm leadership of the CPC Beijing Municipal Committee and Beijing Municipal Government, Beijing Municipal Commission of Economy and Information Technology have followed the guidelines set out by General Secretary Xi Jinping during his inspection in Beijing, implemented the Framework Plan for Beijing-Tianjin-Hebei Coordinated Development , and saw this coordinated development as a historic opportunity to promote better development of Beijing’s industries. To build a new pattern of coordinated and innovative development for industries in Beijing, Tianjin, and Hebei, we took the initiative to facilitate the relocation of industries, and did our best to realize the target of “development in relocation and improvement in adjustment”.
Since 2014, we have shut down over 1300 enterprises in general manufacturing or causing pollution, and together with Hebei and Tianjin, organized more than 100 activities to match industries. According to preliminary statistics, we have relocated 91 key projects with 118 billion yuan of investment to the Beijing-Tianjin-Hebei “4+N” Industrial Cooperation Platform. In the coordinated development, Beijing’s industry underwent adjustment and transformation with steady growth, good structure and improved quality, and showed a tendency of proper increases and decreases.
We adhered to the principle of gives and takes, and attached equal importance to relocation of industries and development. We shut down enterprises in general manufacturing or causing pollution, while formulating and implementing the Beijing Platform of Action for “Made in China 2025” . We changed from “Made in Beijing” to “Created in Beijing”, and made efforts to build a high-end, precision and sophisticated industrial system.
We abided by the centralized development principle, and promoted cooperative development of parks through integrated planning, group entry into the parks and cluster development, so as to achieve win-win results through joint development and mutual sharing. We focused our plans on Beijing (Caofeidian) Modern Industry Development Pilot Area, Zhangbei Cloud Computing Industrial Base, Cangzhou Bohai New Area Biomedicine Industrial Park, Shijiazhuang (Zhengding) Integrated Circuit Industrial Base, Wuqing E-commerce Industrial Park, and a number of jointly-developed parks at city level with differentiations and characteristics to promote the integrated development of cities and industries.
We gave full play to the key role of the market and the guiding role of the government, integrated the resources and advantages of different areas, and encourage the relocation, retention and development of enterprises. We tailor-made policies and services that met the development demands of industries, and enabled enterprises to enter, upgrade and develop at the lowest cost.
We advocated the coordinated innovation principle. We did not simply move enterprises and labor forces to other places, but joined hands to attract high-end increments, break down policy barriers, and realize coordinated innovation and upgrading through innovations in technologies, systems and mechanisms.
We will work harder to make a difference and bringing the Beijing-Tianjin-Hebei coordinated industrial development to a higher level.
The 13th Five-Year Plan period is the decisive phase for Beijing-Tianjin-Hebei coordinated development. The near-term and mid-term targets set out in the Framework Plan for Beijing-Tianjin-Hebei Coordinated Development are all critical and hard tasks. The year of 2017 is an important one to implement the 13th Five-Year Plan, deepen supply-side structural reform, and make progress in the relocation of institutions non-essential to the capital and achievements in Beijing-Tianjin-Hebei coordinated development. We must be committed to the deepening of reforms and innovation in an all-around way; and at a deeper level, we will get ready for the 19th Party Congress by upgrading the Beijing-Tianjin-Hebei coordinated industrial development.
We will roll out new policies to promote cross-regional reform and innovation with greater courage. We will focus on providing solutions to the problems in organization structure, supervision of institutions by the authority in their original place, mutual recognition of qualifications, talent introduction, merger and acquisition, matching of resources, production capacity indicators, and pre-approval processes.
We will open up to a broader range and make progress in multiple areas of Beijing-Tianjin-Hebei coordinated development. In the business scope, we will not be confined to the relocation of municipal industrial enterprises, but include SOEs and its affiliations, and SMEs in areas like software information services, culture and creation, and scientific and technological innovation into the top agenda of coordinated industrial development. At the same time, we will make achievements in social credit system and smart city development.
We will optimize the spatial distribution of industries at a deeper level. On the one hand, we will expand the coverage of demonstrative zones of coordinated industrial development to create a well-arranged industrial layout, build the joint-developed industrial park system, realize unified command, and relocate institutions in an orderly manner. On the other hand, we will establish a series of Beijing-Tianjin-Hebei coordinated innovation communities (alliances) in high-end, precision and sophisticated sectors, effectively integrate the scientific and technological resources in Beijing, Tianjin and Hebei, and build a complete innovation chain that integrates inter-regional research and development, commercialization of scientific achievements, experiment and demonstration, and industrial development.
We will take solid steps of implementation to fulfil every task.
In 2017, Beijing Municipal Commission of Economy and Information Technology will further take the opportunity of the relocation of institutions non-essential to the capital and stick to the strategic positioning of Beijing as the capital. We will combine relocation with industrial upgrading, make an overall plan for relocation and undertaking together, and firmly follow the path of industry relocation with coordinated development. We will accelerate the economic transition from factor-driven to innovation-driven, from manufacturing to R&D, from chain agglomeration to eco-cluster, and from self-development to regional coordination.
