With the guidance from the NDRC, the MIIT and the Cyberspace Administration of China, and co-hosted by Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Economy and Information Technology, Beijing Municipal Office of Internet Information, Tianjin Development and Reform Commission, Beijing Municipal Commission of Economy and Information Technology, Tianjin Municipal Office of Internet Information, Hebei Development and Reform Commission, Industry and Information Technology Department of Hebei Province and Internet Information Office of Hebei Province, the launching ceremony for the Construction of the Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone( the Pilot Zone hereinafter) was convened on December 22nd, 2016 in Yichuang International Exhibition Center
Joined in the ceremony by over 500 attendees including leaders from the above-mentioned three ministries, leaders from reform and development departments, industrial and information technology departments and relevant bureaus and pilot zone development departments in Beijing, Tianjin and Hebei, and representatives from enterprises, research institutions, organizations and media in the big data sector, the construction of the Pilot Zone was officially launched.
Deputy inspector Wang Na from the High-tech Department of the NDRC pointed out that General Secretary Xi Jinping made several important instructions on coordinated Beijing-Tianjin-Hebei development. Building the Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone and promoting the coordinated development of cross-region big-data industry was an effective means to implement the national strategy, and an important action to use data as a new factor resource to coordinate regional development. She hoped that Beijing, Tianjin and Hebei could use the pilot zone as a link, establish a good communication and coordination mechanism and vigorously promote public data sharing and disclosure. The NDRC will continue to support coordinated development of the three regions and support the Pilot Zone.
Director General Xie Shaofeng of the Informatization and Software Service Department of the MIIT pointed out that big data was vital to sound social and economic development. He hoped that Beijing, Tianjin and Hebei could cooperate and speed up the development of a unified big data structure with Beijing as the innovation core, Tianjin as the comprehensive support provider and Hebei as the carrier and transformer, and play a leading role in coordinating the development of Beijing, Tianjin and Hebei, and develop the Beijing-Tianjin-Hebei Region into a national big-data innovation center, a pioneer big-data application zone, a comprehensive reform pilot zone and a global big-data innovation highland.
Vice Director General Zhang Wang of the Information Technology Development Bureau of the Office of the Central Leading Group for Cyberspace Affairs expressed warm congratulations on the launch of the construction of the Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone. He said that Internet information security was essential to promoting coordinated Beijing-Tianjin-Hebei development. We should enhance the planning and coordination of cyber security management in Beijing-Tianjin-Hebei Region, improve the cyber security linkage mechanism and strengthen effective regional cyber security coordination.
Vice Mayor Sui Zhenjiang of Beijing pointed out that information integration, network integration and data integration was essential to realizing regional integration and developing an innovation community. Big data served as an adhesive and catalyst to comprehensive development. The application for developing this comprehensive pilot zone was a major measure for speeding up coordinated Beijing-Tianjin-Hebei development after scientific appraisals, and the three ministries’ approval of the application fully reflected their strong support to the coordinated Beijing-Tianjin-Hebei development. Beijing was now drawing up specific plans to enhance the development of a national scientific innovation center, and plans to develop a batch of innovative industrial clusters, and cloud computing and big data was one of the innovative industries. It would also actively develop big-data artificial intelligence algorithm. Beijing would coordinate with Tianjin and Hebei, introduce new factors, guide new layouts and use big data to facilitate upgrading; apply new concepts, use new methods and utilize big data to strengthen governance; stick to new practice, promote new application and use big data to benefit the people. By these means, Beijing would elevate coordinated Beijing-Tianjin-Hebei development to a new stage.
On behalf of Beijing, Tianjin and Hebei, Party Secretary and Director General Zhang Boxu of Beijing Municipal Commission of Economy and Information Technology released the construction plan of the Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone to introduce the prospect of the big data industry in the above-mentioned three regions. Director General Zhang stressed that Beijing, Hebei and Tianjin would give play to their respective advantages in terms of big data, technology and market resources, and develop this pilot zone into a national big-data industrial innovation center, a national big-data application pioneer zone, a national big-data innovation reform comprehensive pilot zone and a global big-data industrial innovation highland. The Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone would feature innovation-driven development, service for people’s livelihood, cooperation and coordination and industrial integration. We planned to register major progress in developing the comprehensive pilot zone in five years, and by the end of 2020, we would initially build a people-oriented big-data service system to benefit the people. Big-data dividend would be fully unleashed to support governance capacity of the government and drive economic and social growth.
The conference published major plans on co-establishing Beijing-Tianjin-Hebei Coordinated Big Data Industry Development Investment Fund, developing Beijing-Tianjin-Hebei Coordinated Big Data Management Center and building an application, perception and experience center for the zone. The conference also included the signing ceremony of the initial partners for Beijing-Tianjin-Hebei Coordinated Big-data Industrial Development Investment Fund, the signing ceremony of Beijing-Tianjin-Hebei Comprehensive Air-Sky-Land-Sea Big-data Application Alliance and signing ceremonies of major projects between the above-mentioned three localities. Market participants in these three localities will fully participate in Beijing-Tianjin-Hebei big data industry development and jointly create a brighter future for coordinated Beijing-Tianjin-Hebei development.
